shadowsocks-libev不支持单配置文件中指定不同端口及密码的多用户配置。
需要新建不同的配置文件，通过下面命令启动：
setsid ss-server -c (path to config file) -u

Debian9中，官方不再支持denyhosts，理由是安全及上游不再更新等。
